About the Film

     

THE THIN BLACK LINE is a documentary film which will showcase African American Law Enforcement Officers serving on the front lines. Created by actor and filmmaker Jim Klock who still serves as a part-time deputy sheriff with the Stafford County Sheriff’s Office in Stafford, VA. The film will focus on several topics currently dominating our news outlets and social media with comprehensive and impassioned interviews from multiple officers, sharing what being a African American and a police officer means to them, especially during this volatile time in America where public tensions over racism have divided the public over the trust in American Policing. 


Sheriff Decatur has granted full access to the Sheriff’s Office and personnel to obtain honest and unbiased insight which he hopes will not only help bridge the gap between minorities and law enforcement officers throughout America but also within his own department. This film will document the experiences of multiple African American law enforcement officers who serve in a wide variety of positions within the sheriff’s office. We will hear from officers who serve in leadership roles within the command staff as well as Detectives, and patrol officers who all come from diverse backgrounds. This documentary will take you behind the badge of these officers who have dedicated their lives to protecting and serving while also experiencing and understanding firsthand the struggles that face minorities living in America. The goal is for their voices to be heard in order to paint a clear picture of what it’s really like to be a minority law enforcement officer in today’s climate as they try to serve their communities and repair long standing divisions between minorities and law enforcement throughout this country and within their own departments. 


The purpose of this documentary is to humanize law enforcement officers by telling their stories and narrowing the divide by encouraging positive conversations about how law enforcement can help in the eradication of racism. Additionally, we will showcase these amazing men and women who have experienced much of this same racism, bigotry, and hate in their lives and now choose to stand and fight as a member of American law enforcement. THE THIN BLACK LINE showcases these officers’ commitment to protecting their communities while improving the future relationships between law enforcement and all the people they serve in order to make our country a safer place to live while enforcing equality for all.

Sheriff David P. Decatur started his law enforcement career in 1986 with the Stafford County Sheriff’s Office, after serving as an Airborne Paratrooper in the United States Army.  He served two years as a Deputy Sheriff/Deputy Sheriff Sergeant assigned to Jail Operations, then advancing to a Patrol Deputy assigned to Field Operations.

Sheriff David P. Decatur started his law enforcement career in 1986 with the Stafford County Sheriff’s Office, after serving as an Airborne Paratrooper in the United States Army.  He served two years as a Deputy Sheriff/Deputy Sheriff Sergeant assigned to Jail Operations, then advancing to a Patrol Deputy assigned to Field Operations. 

Sheriff Decatur has served in numerous positions in the Sheriff's Office to include First Sergeant, Lieutenant and Captain prior to being elevated to the position of Major (Chief Deputy) in 2000.  He was also a SWAT Commander and Instructor.  Sheriff Decatur was elected Sheriff on November 3, 2015 and took office on January 1, 2016.

Throughout his career at the Sheriff's Office, Sheriff Decatur created and now instructs an Active Shooter Countermeasurers Training program which provides training to all Stafford County School employees, Stafford County Government employees and community members and businesses.  Early in his career he created the Field Training Officer program which later became a model used by the Virginia Department of Criminal Justice Services. He is a Certified School SHIELD Security Assessor, a Rape Aggression Defense (RAD) Instructor, Defensive Tactics Instructor and Tactical Operations Instructor and has instructed in other areas such as community policing and leadership.

He is also a graduate of the DEA’s Drug Unit Commanders Academy, FBI National Academy and the Virginia Commonwealth University’s Public Safety Institute and attended the Leading, Educating and Developing (LEAD) program at the University of Virginia designed for high performance government organizations.  Sheriff Decatur is a member of the Virginia Sheriff’s Association and the Virginia FBI National Academy Association.  He is currently serving his fourth year as the Regional Director for the Virginia Special Olympics Torch Run and currently serves on the Board of Directors for Stafford Junction.

A veteran police officer and a part-time Deputy Sheriff with the Stafford County Sheriff's Office in Stafford, VA. He has worked and trained in many areas of law enforcement, including SWAT tactics, hostage negotiations, undercover operations, narcotics interdiction, interviews/interrogations, and currently teaches introduction to acting for undercover detectives/plain clothes officers. Jim currently works closely with Sheriff Decatur supporting The Special Olympics through his industry connections. Alex Morgan, Lucas Till, Trai Byers and Keanu Reeves have all joined Jim and the Sheriff’s Office to spread awareness for the Virginia Law Enforcement Torch Run supporting the Special Olympics. 


Jim believes that great filmmaking begins with a passion for great storytelling: It begins with the writing and developing of strong scripts, while simultaneously creating interesting and original characters. Vernon works daily to build a network of passionate, like-minded people who are dedicated to the mission of getting the right resources to those who need them. 

 

As a community leader and activist, Vernon has built meaningful relationships with other local leaders, politicians, and business owners to improve local communities and the opportunities for its students, families, and veterans. With a motto of "together, we can do more," through G3 Community Services, Vernon has established a network of community organizations such as the Stafford County School Board, The Stafford's County Sheriff's office, and local non-profit organizations and businesses to bring resources to Stafford. From helping to organize peaceful protests to organizing community forums between politicians and citizens, from providing STEAM education through after school programs to providing meals to those in need, Vernon is leading the charge in Stafford to show how local business owners can have a positive impact in their communities.
